Skulls can be found in any part of Deadside while playing as Shadow Man. They increase Shadow Man's voodoo level to power up the Voodoo Weapons. Skulls glow bright orange and are always found in various pots and barrels throughout each level. The innermost ring, yellow ring, of the shadow display at the bottom of the screen shows how much voodoo power the player has.
In Liveside while playing as Mike the shadow display instead of showing the yellow voodoo meter it shows a blue circle which represents Mike's air supply.
